Harold Wilson, the son of a chemist and teacher, was born in Yorkshire during the First World War. In 1924, aged 8, he visited 10 Downing Street, which would eventually become his home.
During his first term ...as Labour Prime Minister from 1964 to 1970, his main plan was to modernise. He believed that he would be aided by the “white heat of the technological revolution”. His government passed several liberalising laws on censorship, divorce, birth control, abortion and the voting age. The Sexual Offences Act 1967 saw the decriminalisation of certain homosexual offences. He also abolished capital punishment through the Murder (Abolition of Death Penalty) Act 1965. Crucial steps were taken towards stopping discrimination against women and ethnic minorities. Wilson’s government also created the Open University to give adults who had missed out on tertiary education a second chance through part-time study and distance learning.
His second term as Labour Prime Minister from 1974-1976 saw him concentrate heavily on domestic policy, achieving social reforms in education, health, housing, gender equality, price controls, pensions, provisions for disabled people and child poverty. As a result, income tax on top earners increased to 83%. Wilson also oversaw the referendum that confirmed the UK’s membership of the European Communities.
